How we became private pilots in the United States. Pt.2

Our Dilemma; PPL vs SPL

SPL или PPL?

Our main goal was to be able to freely and officially fly in a Dragonfly. The Dragonfly is a lightweight aircraft with an unfaired seat (and an optional second, tandem seat). A Sport Pilot License is all it takes to fly this airplane, which is easier and cheaper to earn than a Private Pilot license. But a Sport Pilot license doesn’t allow you to tow hang gliders and also it can not be validated in Russia, as far as I know. Difficult choice…

Private Pilot License or Sport Pilot License?

To facilitate our decision process, I compiled a table of the most important differences between these two licenses:

By the way, in addition to the SPL and PPL, there is also a Recreational Pilot License. This was an earlier attempt (introduced in the 1980’s?) by the American government to make the initial step of learning to fly less intimidating. It’s midway between the Sport and Private Pilot licenses with a minimum required airtime of 30 hours (15 hours of which must be dual). While it has fewer restrictions on the choice of aircraft than the Sport Pilot license has, you still will need to receive an additional endorsement for cross country flights longer than 50 nautical miles (92.6 km) from where the aircraft is based.

This license was intended for casual pilots who only want to fly locally and give the occasional ride to a friend. In fact, now with the introduction of the Light Sport Class, many pilots use the SPL rating to do that. With the spontaneous development of unpowered ultralight aircraft in the 60’s and ‘70s, which evolved into powered ultralight aircraft in the ‘80s and beyond, the American government introduced the two new categories of Ultralight and Light Sport Aircraft to cover this new development and, eventually, the Sport Pilot License in 2004 (Ultralights do not require a license at all). The Sport Pilot licence, then, has made the Recreational Pilot License all but pointless. As of 2017, among active pilots in the USA, there are only 220 Recreational Pilots, just over 5000 Sport Pilots, and more than 500,000 pilots with ratings of Private or higher (see the sidebar).

In the end, we did not consider the Recreational Pilot license since, while it offers more privileges than the Sport Pilot license, it does not allow towing and can not be validated in Russia.

Overall, our conclusion was that if you want to grow further or at least fly larger planes (even a small Cessna 150), or to tow hang gliders or sailplanes, sooner or later you will have to obtain a Private Pilot license. While getting a Sport Pilot license would have been significantly faster and would have cost about half as much as a Private licence (the minimum airtime is half the size, renting smaller planes costs less, etc.), it would have been a dead end for us.

What if you earned an SPL and then started working towards a PPL, would those 15 hours of dual airtime for the Sport license count towards the Private dual? Secondly, what about the solo airtime while training and after receiving the SPL?

The answer to that question has undergone a dramatic change only just recently. In the past, ever since the Sport Pilot license was created in 2004, the answer would have been that the only hours applicable to a PPL would have been just the solo time flown in an LSA aircraft after being endorsed for solo flight by a Sport Pilot CFI. This was because, in addition to ground instructors, there are three types of instructors:

Any instruction given from a CFI-S would not count towards a PPL, only towards a SPL.

There are several pilot advocacy organizations in America and the most prominent among them, the Aircraft Owners and Pilots Association (AOPA) had been lobbying ever since the creation of the Sport Pilot category to allow all of the time accrued as a sport pilot be also usable for a PPL. Their argument had been that the difference between the two types of aircraft (and therefore, the instruction) was only about system complexity, not the actual physical skill of coordination and the accumulation of judgment needed to fly a three-axis aircraft. Let the CFI teach the added complexity needed for a PPL but allow the CFI-S instruction to be applied to every rating.

Eventually, the American government agreed and on June 27, 2018, they made a broad series of changes to the regulations governing aircraft instruction (see the sidebar). Among these changes was one that applied to the CFI-S. As of now, ALL instruction given by a CFI-S can be used for a PPL and any other rating, with only one limitation. For the hours of CFI-Sport instruction to count towards the PPL, the student must first complete the SPL. In the case where a student starts as a Sport Pilot candidate with a CFI-Sport, and then switches to the Private Pilot License track, none of the dual time completed with the CFI-Sport would apply (though the solo time still would).

For us, this change wouldn’t have affected our choice. It only affects our future, now that we’ve gone on to earn our CFI-S ratings.

On the internet there are quite a few SPL vs PPL comparisons (see the sidebar), and the pattern that has evolved reveals that too many of the students, aiming initially at the Private Pilot license, never complete the training because it is too long, too expensive, and too difficult. Getting an SPL would be simpler and much faster, and a new pilot could immediately begin to fly, gaining confidence and giving rides to their friends. Later, if the need arises, he could go for the PPL, being a much more experienced pilot already.

On the other hand, if you already know that you want to be a commercial pilot or an airline pilot or that you want to validate your license in another country, then the Sport Pilot license, in my opinion, may be an unneeded step and an unnecessary waste of money.

Many of you know that in Russia it is practically impossible now to obtain a Private Pilot License, so the opportunity to validate the American one might be the only alternative for Russians at this point, since studying anywhere in Europe is currently too expensive.

We even considered the option of simply obtaining a student license, which is issued immediately at the beginning of training. Then we would merely train until we got the solo endorsement, and then fly fly fly as much as we want. The down side would be that we wouldn’t have been able to fly together or give rides to others, but… it would be one way to spend that winter happily in the sky (even though the solo endorsement would have had to been updated every 90 days and we would have had to go through that trouble every so often in order to fly).

All our doubts were instantly resolved by our friend Timothy. He offered the use of his Cessna 150 f-r-e-e o-f c-h-a-r-g-e. Yes, I can only wish everyone could have such wonderful friends!

The cost of renting an airplane is usually almost half the cost of a license. A Cessna is not a light-sport aircraft, so this determined our path: we would study to become Private Pilots.

Renting an Airplane

Although we did not have to pay for renting an airplane, I will describe the situation in Florida a little. The cost of renting an airplane depends very much on its age, model and configuration. Prices are usually posted on the schools’ websites and they are easy to find. For example, if we had needed to rent an aircraft from the school where our eventual instructor was based, the cost of the simplest available aircraft would have been $125 per hour, including fuel (often they post the price both with fuel and dry) (see the sidebar). The minimum airtime to obtain a PPL is 40 hours. Accordingly, at a price of $125 per hour you would spend $5,000.

If you study completely from scratch, then you will most likely need more hours: they say that on average a student is ready for the exams when he has something between 60 and 75 hours. It is also possible to find and rent an airplane directly from private pilots, not from the school. Occasionally small schools don’t even themselves own some of planes used for instruction, but rent them from private pilots.

I knew several pilots who would rent their Cessnas to friends without fuel for about $55 an hour. If you take the full cost of owning an aircraft; tie down costs, general maintenance as needed, plus the exorbitant cost of the engine overhaul (it can be anywhere from $15K-$25K) which is required around every 1500-2000 hours, then divide it by the hours flown over that time, it generally comes out to around $40-50 an hour just to own and fly the plane, fuel not included. So those for-friends-only rates have no profit in them. They only allow one to cover the cost of the hours you used the aircraft.

Looking ahead, I will say that we only needed close to 40 hours each to complete the training needed since we already knew how to fly a Dragonfly. When we were training in the Cessna 150, the fuel cost an average of $19 per hour, and the price of fuel was at an all-time low from what it had been in the previous five years. In total we spent $850 each on fuel, or $1700 together. I will return to the flying and our expenses later. Now I will write a little about how we chose our instructor.

Flight Schools and Instructors

Flight schools come in two flavors, Part 61 and Part 141, which refer to the sections of the Federal Aviation Regulations (FARs) under which they operate (see the sidebar). The most common and least important distinction between them is the minimum flight time required for the private pilot certificate (sometimes called a pilot license)—40 hours under Part 61, and 35 hours under Part 141.

Considering that the national average for earning a private pilot certificate is 60-75 hours (how long you’ll take will depend on your ability and flying frequency), this difference isn’t important for initial pilot training. It does make a difference to commercial pilot applicants: Part 61 requires 250 hours, and Part 141 requires 190.

The difference between the two is structure and accountability. Part 141 schools are periodically audited by the FAA and must have detailed, FAA-approved course outlines and meet student pilot performance rates. Part 61 schools don’t have the same paperwork and accountability requirements.

Learning under Part 61 rules can often give students the flexibility to rearrange flying lesson content to better suit their needs. This could be useful to part-time students. Part 61 students also have the freedom to study theory on their own, and only check the knowledge with their instructor afterwords. Many Part 141 schools also train students under Part 61 rules.

When it comes to the FAA checkride, which is the same for all, it doesn’t matter where you learned to fly, only how well—including your understanding of aviation academic material.

Big schools — generally known as aviation academies — often offer “zero to hero” programs, which may be especially interesting for those heading for the ATP — Airline Transport Pilot rating. They teach you up to Certified Flight Instructor level, which guides you through PPL (Private Pilot License), IFR rating (Instrument Flight Rules), CPL (Commercial Pilot License), CFI, and CFII. You’ll also get an MEL (Multi-Engine, Land), a Commercial MEL, and a MEI (Multi-Engine Instrument) on the way in one go. It usually takes six to eight months. After that, it is sometimes possible to get a job instructing with the school, which allows you to build your airtime. Normally students leave the school after instructing for a while with 250-300 hours and then look for other aviation jobs (flying freight, towing banners, towing hang gliders!) to finish accumulating the 1500 hours needed for the ATP rating, the final rating needed to fly for the airlines.

I’ve heard of one pilot who reached 1500 hours in exactly one year but this is the exception. He was able to accrue hours so fast because he bought his own plane to instruct in, and flew it cross-country for fun when he had no students scheduled…and then sold it when he was done for the same price he bought it. Normally it takes a bit longer to reach 1500 hours, perhaps another year and a half of instructing in some school’s aircraft after receiving all of the ratings.

This may be especially of interest to foreign students, because the F-1 visa allows the student to stay one more year after finishing their education, to work in the USA as an instructor.

A “Zero to Hero” program has its pros and cons (in addition to the typically $75K cost), and if you were not aiming to become an airline pilot, you might want to find something that works better for you: something more flexible, more individually tailored, and with instructors more likely to have more experience that what you might find in the “pilots production pipeline.” Part 61 schools are more flexible and can better adjust to your needs. Also, if your main reason for visiting the USA is not studying, but tourism or business, and you study less than 18 hours per week (which is perfectly possible with part 61 schools), you can use the usual B1/B2 visa.

In addition to the schools working under part 61 of the FARs, you can even find a good freelance instructor. After all, a good instructor is the main key to success, isn’t it?

That was what we were looking for: a good, experienced instructor who knew how to teach and wasn’t just trying to build up hours on their way to an ATP rating. Plus, we needed something special: we would really want our instructor to be able to fly a Dragonfly. Why is that? Because we wanted our instructor to sign us off for solo flying in Dragonflies while we were still training for our PPLs in a Cessna.

If we were Americans, we could learn to fly a Cessna from one instructor and ask another one to sign us off for flying Dragonflies. But foreigners are required to go through another TSA approval procedure, which requires time and money again. So we tried to find a CFI who could also fly a Dragonfly.

Why couldn’t we be patient and wait until we got our PPLs and were able to fly any airplane we wanted? Is this strange and unparalleled aircraft worth all the extra complications for us?

The Dragonfly is a unique airplane, and for me it is the best one in the world (see the sidebar). Despite the presence of an engine (which, for engineless hang glider pilots, is always a significant disadvantage when we talk about that bird-like feeling), a Dragonfly gives you the most vivid sense of flight out of all motorized wings. It’s open construction and lack of any fairings gives it a slow-flying, open air sensation similar to a trike, but it has easier handling and is able to fly in a wider range of weather conditions. It also has the ability to do aerobatics. Furthermore, it takes off and lands on the smallest of fields, literally lets you touch the clouds with your hands and cheeks, and you can actually smell the flowers passing perhaps only a few feet underneath you as you fly (sorry for being so emotional, but if you’d ever flown a Dragonfly, you know why).

It’s a kind of motorcycle for the sky! When you spend six months on an airport with several such planes only a stone’s throw away, you definitely don’t want to miss the opportunity to fly the Dragonfly. Yes, it was worth the extra complexity!

But finding a CFI for PPL who also flies Dragonflies is harder than one might think: all the instructors we knew or even had only ever heard of who flew Dragonflies were limited to CFI-Sport. All, but one.

We were very lucky to find Jason Almeter (see the sidebar). Jason is only in his 30s but a very experienced ATP and CFI-I rated pilot, with more that 6000 hours of flight time in everything from business jets to…well…Dragonflies. He even learned to fly hang gliders. He has helped many of Quest’s pilots to prepare for the PPL exam and other ratings, and everyone here knows and loves him. Like our friend Timothy says “Nobody doesn’t love Jason. Nobody!”.

Being the owner of the Apopka Aviation school but now being hired to fly charter most of the time (in various owner’s Citation Jets, piston twins, and other aircraft), Jason had been sending new students to other instructors of his school. Because he came so highly recommend from everyone at Quest, however, Andrey and I went to meet with him to explain our goals and ambitions, and then added that everyone had convinced us we’d really would prefer to have him as our instructor.

He informed us he was willing to work with us, but it would only be cost-effective for him to instruct for a full eight-hour day at a time, and at his minimum per-day corporate-flying rate. This meant that we couldn’t come, pay for two hours of instruction, fly, and then leave. Instead, we would have to spend eight hours training and pay $350 per day. Yes, that means that, with the current exchange rate, a rather high monthly Russian salary would only buy three days of instruction. It’s good that there were two of us, for then we could alternate and one could rest while the other flew, and thereby neither of us (hopefully) would become overwhelmed with the intensity of it all.

And we wanted Jason. It wasn’t hard to tell that he was different; not only so very qualified, but the kind of person from whom it would be so much easier (and more productive!) to learn. Most flight instructors are merely building time for an eventual airline job. Clearly Jason had the hours and ratings to have been able to take that route years ago. It was evident, then, that he was a natural teacher who both loved the process and preferred to remain just that.

We decided to go for it. Fortunately for us, it wasn’t long before it was obvious that we’d made not only the right but the perfect choice. We were very happy that we chose to train with Jason in Apopka.

Just as we were finishing up making these arrangements, Timothy had finished taking his Cessna 150 through its annual inspection. We were ready to begin training.
